In a Nutshell

The Electoral Support Project (ESP) provides technical assistance focused on long-term institutional capacity development of the Election Commission (ECN) for conducting credible, inclusive and transparent elections.

The electoral cycle approach is closely reflected and applied to the overall strategy of ESP.

The project contributes to the Sustainable Development Goal 16 (Peace, Justice and Strong Institutions), 5 (Gender Equality) and 10 (Reduced Inequalities) and is aligned with the Strategic Plan of the ECN (2015- 2019).

The expected project results are the following:

  • Credible, inclusive and transparent elections of local bodies, provincial and federal parliaments held.
  • Increased participation of women and vulnerable groups in the upcoming elections as voters and candidates.
  • Election Commission capable of organizing future elections with minimal foreign assistance.

The Background

Following the 2006 signing of the Comprehensive Peace Agreement, the Election Commission of Nepal organized the first Constituent Assembly in April 2008, with extensive assistance and support from the Electoral Assistance Office of the United Nations Mission in Nepal.

Following these elections, UNDP initiated the the Electoral Support Project (ESP) aimed at institutional strengthening and professional development of the Election Commission of Nepal.

After an initial three-year phase, in which no election was held, the project was revised and extended, ultimately until 2019.

The project supported the 2013 Constituent Assembly Elections and is mandated to provide support for the elections at the three levels that have to be held to implement the new 2015 Constitution: the local level, the state level and the federal level.

What We Do

The Electoral Support Project provides technical assistance for electoral processes in Nepal, primarily to the Election Commission of Nepal.

This includes advice focusing on strengthening the electoral institutions, operational support to the election authority, materials support and mobilization of resources.

What are the core outputs of ESP?

The ECN capacity-building: the project provides sustained institutional strengthening and professional development assistance for ECN to function as a permanent, professional and independent electoral management body.

Credible and sustainable elections: ESP provides technical assistance and critical operational support to ECN during elections.

Increased democratic participation of voters: the project increased awareness of democracy, electoral system and processes, especially of vulnerable groups (women, people living with disabilities and ethnic minorities), for them to meaningfully participate in different stages of the electoral cycle.
